Nationwide Morning Lockdown: Uganda Orders 3-Hour Standstill for National Cleaning Day

KAMPALA — In an unprecedented nationwide effort to tackle public sanitation, Uganda will temporarily bring public transit and commercial activity to a halt on Saturday morning, July 25, 2026, for the official observance of National Cleaning Day.

Between 7:00 a.m. and 10:00 a.m., police will enforce strict movement restrictions on roads and waterways across the country, requiring citizens, business owners, and community leaders to join local sanitation drives in their immediate neighborhoods.

Road Restrictions and Enforcement Guidelines

According to an official security directive released by the Uganda Police Headquarters, ordinary vehicular and public transport will be completely paused during the three-hour window. The mandate applies universally across urban and rural corridors.

• Restricted Transport: All private vehicles, taxis, commercial trucks, motorcycles (boda bodas), bicycles, and passenger vessels on water bodies are prohibited from operating.
• Community Action: Residents are instructed to remain in their immediate communities to participate in clearing drainage channels, removing solid waste, and cleaning public walkways.
• Resumption of Activity: Normal commercial operations and transport flow will resume promptly at 10:00 a.m.

Exemptions for Essential Services

To ensure public safety and mitigate critical disruptions, security forces have established clear exemptions for emergency and essential responders.

• Medical Emergencies: Ambulances and individuals traveling for urgent medical attention are permitted to move. Patients heading to scheduled clinical appointments are advised to travel with official medical paperwork.
• Healthcare Personnel: Doctors, nurses, and emergency health staff will be allowed passage upon presenting valid professional identification.
• Transit & Security: Essential security personnel and authorized international transit vehicles along major cross-border corridors will remain operational.

Public Health Imperative

Government health officials emphasize that the monthly initiative aims to drastically cut down on preventable diseases—such as malaria, cholera, and typhoid—that frequently stem from clogged drainage systems and improper municipal waste disposal.

Authorities advise the general public to plan essential travel outside the 7:00 a.m. to 10:00 a.m. window to avoid transit delays and ensure compliance with law enforcement teams stationed along primary traffic hubs.
